Motion 2025-100 : Approve section 100 “College Elections” of the CISA policy and procedure manual with sections 100 & 170 series as approved by the CISA Governance Documents Committee.

Implementation: The bylaws vote of January 17, 2025 performed a strike-all vote on section 100 “Bylaws” section of the former CISA 2019/2021 Academic Affairs Manual. It enacted bylaws in roman numeral format that supercede all college documents. This motion provides implementing motions associated with the new bylaws, specifying how elections work in the College (CISA), the size of the committees, and eligibility. The Governance Document Committee composed these measures and voted unanimously to endorse them. It is presenting these changes in draft form to solicit feedback from the faculty before submitting a final text for a vote to the CAC.

100: College Elections 

100-01 Election of College Committees

Each school shall elect its representatives to CISA College committees in accordance with its governing documents or, if no documents are in use, by a vote of the school faculty.

 100-02 Election of CAC 

Before the final School Assembly meeting of each academic year, the CAC shall notify each school faculty of any open or expiring CAC position(s) allocated to each School. Each school shall elect their council members in accordance with its governing documents or, if no documents are in use, by a vote of the school faculty. If a vacancy occurs during the academic year, the school’s faculty shall hold a special election to fill the vacancy.

100-03 Election of Assembly Officers (Chair, Secretary, etc.) 

As noted in Article II. Section E. of the College Bylaws, the Assembly Chair, Parliamentarian and a Secretary will be selected from these representatives annually. The Chair and the Parliamentarian will be elected by the Assembly (see III.E.5 and III.E.6). The Secretary will be elected by the CAC in the first CAC meeting after the election of the chair. 

 100-04 Election of University Senators 

Each school shall have senatorial representation apportioned in accordance withUniversity Senate rules. Senators shall be elected in accordance with its governing documents or, if no documents are in use, by a vote of the school faculty. 

170: COLLEGE COMMITTEE POLICIES AND PROCEDURES

Service on college committee is by election. Faculty members with administrative or supervisory appointments of any sort are barred from serving on any committees other than the Academic Standards and Inclusion committees, and faculty appointed to administrative positions during the academic year shall be replaced by a vote of the appropriate faculty. If committee rules below allow for ex officio appointments, those appointments shall be for one-year terms only. Ex officio appointments in CISA are always non-voting members in committees, and shall not serve as committee chairs. In situations where a well-defined and compelling need requires additional committee members than what is specified below, the chair of a committee may, with an approving vote of the CAC, call for the faculty election of additional committee members. Such elections of additional seats are for one year terms only.

170-01: Tenure-Track Personnel Committee: 

The College Tenure-Track Personnel Committee is governed by college bylaws Article III.A.1 and Article III.B. 

The Tenure-Track Personnel Committee shall consist of only elected faculty from each school. Each school faculty shall elect at least one and up to three tenured faculty to serve on the Tenure-Track Personnel Committee. 

170-02: Career-Track Personnel Committee: 

The College Career-Track Personnel Committee is governed by college bylaws Article III.A.2 and Article III.B. 

The Career-Track Personnel Committee shall consist of only elected faculty from each school. Each school faculty shall elect at least one and up to four career-track faculty to serve on the Career-Track Personnel Committee. Eligible faculty must have attained at least senior or associate ranks. At the beginning of each Spring semester, the chair of the committee shall conduct a survey of the faculty of CISA to determine the number of faculty expecting to file for promotion in the Spring. If the number for a given year is high, the Chair may recommend that the Assembly increase the number of committee members from each school for the upcoming annual  promotion cycle.

170-03: Curriculum Committee: 

The College Curriculum Committee is governed by college bylaws Article III.A.3 and Article III.B. 

The Curriculum Committee shall consist of elected faculty from each school and may additionally include one non-voting ex officio appointment by the dean at the dean’s discretion. Each school faculty shall elect at least one and up to five faculty to serve on the Curriculum Committee.

170-04: Academic Standards Committee:

The Academic Standards Committee is governed by college bylaws Article III.A.4 and Article III.B. 

The Academic Standards Committee shall consist of elected faculty from each school and may additionally include non-voting ex officio academic advisors appointed by the dean at the dean’s discretion. Each school faculty shall elect at least one and up to five eligible faculty to serve on the Academic Standards Committee. 

170-05: Inclusion Committee: 

The College Inclusion Committee is governed by college bylaws Article III.A.5 and Article III.B.

Each Spring, each school faculty may nominate and elect at least one and up to two eligible faculty members to serve on the inclusion Committee. In the fall, the Dean may appoint up to three graduate or undergraduate students, up to two staff persons, and up to one faculty/administrative appointment, all serving as non-voting ex officio members.

170-06: Awards Committee: 

The Awards Committee is governed by college bylaws Article III.A.6 and Article III.B. 

The Awards Committee shall consist of elected faculty and may additionally include one staff person appointed by the dean at the dean’s discretion. Each school faculty shall elect at least one and up to two faculty to serve on the Awards Committee. 

170-07: Committee of Review: 

The College Committee of Review is governed by college bylaws Article III.A.7 and Article III.B. 

The Committee of Review shall consist of only elected faculty from each school. Each school faculty shall elect at least one and up to two faculty to serve on the Committee of Review. Eligible faculty include those of at least associate or senior rank or those having served at least three years on the faculty at ASU. In their nominating statements, candidates should address committee service experience and familiarity with university policies and procedures.

170-08: Ad Hoc Committees: 

The composition, purpose, and duration of ad hoc committees will be established by the changing document approved by the college faculty assembly and in accordance with the college bylaws Article III.C.
